CARE Indonesia deploys SunFish HR to streamline its HR management
March 2007, Jakarta – DataOn announces that CARE Indonesia has selected the SunFish HR Enterprise Version to replace its current HR administration solution, which proved insufficient in managing and controlling the organizations over 1000 employees especially when it came to transparently allocate the personnel’s jobs/duties to work in different troubled places all over Indonesia (e.g. Aceh for Tsunami reconstruction project, Yogjakarta, Makasar and Manado for earth quake rebuilding projects, etc.).
CARE Indonesia is part of CARE International, an international federation comprised of 12 member organizations: CARE Australia, CARE Canada, CARE Denmark, CARE Germany, CARE France, CARE Japan, CARE Netherlands, CARE Norway, CARE Austria, CARE Raks Thai, CARE UK, and CARE USA. Each member raises funds in its respective country to support development and humanitarian programs in country offices such as CARE Indonesia. CARE Canada is the lead agency responsible for coordinating the overall efforts of CARE Indonesia. CARE Indonesia has been operating in Indonesia since 1967 and is one of Indonesia’s most well-established and effective humanitarian and development assistance agencies. Originally engaged in food distribution, medical facility building and school feeding programs, the organization added community development in health, environment, water and sanitation to their project list by 1980. With the Asian financial crisis in 1997, the weather phenomenon El Nino and changed operating environment, CARE Indonesia redirected its focus towards emergency programs- responding to both conflict and natural disasters. New initiatives aimed to reduce humanitarian suffering while laying a strong foundation for future recovery and development. Current strategy includes a broad range of long-term development programs in disaster risk reduction, emergency response, environment and natural resource management, health, livelihoods and water and sanitation.
With over 1000 employees responding to emergencies all over Indonesia, CARE Indonesia faced issues with their old HR software in terms of properly tracking employees related to a specific project group or donor. Such tracking is not only to the employee and his/her work itself but also has to include all incurred payroll expenses so that the donor can transparently see what exactly their funds are spent on. Moreover, CARE Indonesia was interested in starting to monitor the performance and skills of their employees, in order to be able to better deploy the right personnel with the right skills to a project or area.
The organization saw the need of an HR solution that not only automates and integrates administrative and strategic HR tasks in one single application, but that is also compliant to Indonesian payroll, tax, severance, and expense regulations. Additionally the solution had to be flexible enough for customizing their main requirements, which is crediting payroll and tax expenses against a donor-specific account, from which the funding originates and to be able to provide that donor with clear reporting on the spending areas and amounts. SunFish HR will automate many administrative HR processes simplifying management, tracking and reporting tasks for the over 1000 employees in the many CARE operating offices in Indonesia. The system will automatically calculate and process correct employee salary and tax payments as well as accrued monthly severance payment and link such expenses to a definable account (by project, by donor, donor-expenses, etc.). Accurate payroll and tax reporting to donors becomes an easy task as all needed information are available in the same system via a mouse click and ensures transparency for the organization and donors.
With all administrative tasks covered by SunFish, HR staff have more time to develop a strategy for performance and skill monitoring, which will be the basis for CARE Indonesia to quickly analyze in which office which personnel should be posted and to ensure that employee skills match what the situation requires of them in certain project work in different areas of Indonesia.
